Note that the fill from Danville and Sunnyvale cover over the Busch Pond and sediment which from residents were previously runoff from Pleasanton Garbage company. The first, layer of import soil came from the Danville Site, and the upper layer (~18,000 cu. Ft.) came from Sunnyvale and was documented by Haley-Aldric to contain extremely hazardous contaminants. It is known that, after multiple complaints from residents to Alameda County Vector Control about mosquitos breading in the water there, the pond area was filled in with the soil instead of using their specified tablets to kill the mosquito larva. The fill destroyed the pond which had been utilized for decades by seasonal migrating birds. (in AOC 6) In addition, the fill also was on Policy 126 of the East County Area Plan, and was apparently filled in with imported material. The prior seasonal wetland was listed as PUBHx on the National Wetlands Inventory which would be impacted by such removal from this property. It a riparian and seasonal wetland and should in no way have been removed by the responsible party. In that it actually was filled in, apparently without proper authority, this should create a plan of remedial action and no property should be allowed to be built on this wetland location. Thank you for your consideration, and in particular re-consideration for elderly citizens who have reduced tolerance and more likely harmful impact resulting from the proposed Arroyo Lago development. We would not want to be occupants of this proposed development with its history of contaminants, industrial runoff, and sediments which might cause lane shifting and health hazards.
