February 13, 2025 <br />To: Mayor Balch and City Council Members <br />Subject: February 18 City Council Meeting – Annexation, Agenda Item 9 <br />Dear Mayor Balch and City Council Members, <br />I am a resident of the Village of Ironwood, with my property abutting the west side <br />of the proposed Arroyo Lago development. I am writing to express serious <br />concerns about the project’s impact on our community, particularly the proposed <br />retaining wall, fence, and landfill on the west end. This combination would raise <br />the fence to approximately 14 feet above neighboring backyards, significantly <br />affecting privacy, aesthetics, and safety for about 25 homes in this senior <br />community. <br />A high-quality, precast concrete wall built by Ponderosa already exists at the <br />west property line, effectively blocking noise and serving as a reliable property <br />divider. The need for an additional retaining wall, fence, and landfill raises <br />important questions about its necessity and impact on adjacent homes. <br />I have attended meetings over the past several years regarding this development <br />and appreciate some of the positive changes that have been made. However, <br />proposed alternatives to mitigate the impact of the 14-foot structure have <br />been rejected. I believe a reasonable adjustment is possible and hope that we, as <br />directly affected residents, can work with the city to find a more balanced <br />solution. <br />If the city moves forward with annexation, resident safety and quality of life <br />must remain a top priority. I urge the city to remain open to resident concerns <br />and work collaboratively with the developer to adjust the wall, fence, and landfill <br />plans to minimize the impact. <br />The residents of the Village of Ironwood—many of whom are seniors—deserve <br />assurance that this project will not compromise their well-being. <br />Best regards, <br />David Atwell <br />Village of Ironwood Resident <br />Pleasanton, CA 94566
