There being no <br />speakers, Mayor Balch closed the public comment. <br />MOTION: It was m/s by Nibert/Eicher to approve the staff recommendation for drought <br />rates to provide an 8 ccf per bill allotment to all customers. Motion passed by the <br />following vote: <br />Ayes: Councilmembers Eicher, Gaidos, Nibert, Testa, Mayor Balch <br />Noes: None <br />Absent: None <br />Mayor Balch opened public comment regarding connection fees. The following individuals provided comment: <br />Craig Freeman representing the International Association of Firefighters. <br />Mayor Balch closed the public comment. <br />MATTERS INITIATED BY COUNCIL <br />Councilmember Gaidos inquired about parking restrictions around the Fairgrounds and <br />requests for temporary parking permits for residents. City Manager Beaudin reported <br />that a memorandum to Council can be provided with background information from the
