<br />Recommendation: Review and consider the City's legislative framework with the
<br />2025-2026 focus areas, establish the City's legislative positions on selected bills,
<br />and request City staff monitor legislation throughout the 2025-2026 legislative
<br />session.

<br />3.Actions of the Zoning Administrator and Planning Commission
<br />Recommendation: Actions of the Zoning Administrator and Planning Commission.
<br />4.Approve professional services agreements with 4Leaf, Inc., Independent Code
<br />Consultants, Inc., TRB + Associates, Inc., True North Compliance Services, Inc.,
<br />and West Coast Code Consultants, Inc., to provide on-call building and fire code
<br />plan review, and permit counter and inspection services for the not-to-exceed
<br />annual aggregate amount of $1,039,500, for a total of $3,118,500 over the initial
<br />three-year term
<br />Recommendation:
<br />1.Approve Professional Services Agreements with 4LEAF, Inc., Independent
<br />Code Consultants, Inc., True North Compliance Services, Inc., TRB +
<br />Associates, Inc., and West Coast Code Consultants, Inc., effective July 1,
<br />2025, through June 30, 2028, with up to two additional one year extensions,
<br />and authorize the City Manager to execute the attached agreements and
<br />future potential extensions.
<br />2.Approve a $1,039,500 annual aggregate, for a total of $3,118,500 over the
<br />initial three-year term of the contracts, in maximum compensation
<br />(cumulative across the five agreements) and authorize the City Manager to
<br />modify the annual aggregate amount as needed during the term of the
<br />agreements without exceeding the total contract amount.
<br />3.Authorize the Director of Community Development to approve allocation of
<br />the aggregate across the five agreements, and reallocation as necessary,
<br />provided the aggregate of all agreements is equal to the amount approved
<br />by the City Council, or the amount as modified by the City Manager.
<br />5.Approve a Professional Services Agreement with Spectrum Community Services
<br />for Housing Rehabilitation Program Administration Services for July 1, 2025
<br />through June 30, 2026, and authorize the allocation of $71,250 in federal HOME
<br />funds for housing rehab and repair grants and $23,750 in City Lower Income
