<br />Exhibit A <br />1 <br /> <br /> <br />City of Pleasanton <br />INVESTMENT POLICY AND GUIDELINES <br />Adopted June 17, 2025 <br />(For FY 2025/26) <br /> <br /> <br />POLICY <br /> <br />The purpose of this investment policy is to identify various policies and procedures that <br />will foster a prudent and systematic investment program designed to seek the City of <br />Pleasanton’s (“City”) objectives of safety, liquidity and return on investment through a <br />diversified investment portfolio. This policy also serves to organize and formalize the <br />City’s investment-related activities, while complying with all applicable statutes governing <br />the investment of public funds. This policy is written to incorporate industry best practices <br />and recommendations from sources such as the Government Finance Officers <br />Association (GFOA), California Municipal Treasurers Association (CMTA), California <br />Debt and Investment Advisory Commission (CDIAC) and the Association of Public <br />Treasurers (APT). <br /> <br />SCOPE <br /> <br />This investment policy applies to all financial assets of the City. These funds are <br />accounted for in the City's Annual Comprehensive Financial Report and include: <br /> <br /> General Fund <br /> Enterprise Funds <br /> Internal Service Funds <br /> Capital Projects Funds <br /> Special Revenue Funds <br /> Private-Purpose Trust Funds <br /> Agency Funds <br /> Debt Service Funds <br /> <br />Proceeds of debt issuance shall be invested in accordance with the City’s general <br />investment philosophy as set forth in this policy; however, such proceeds are to be <br />invested pursuant to the permitted investment provisions of their specific bond indentures. <br />The City’s Section 115 Pension Trust Fund and the City’s other post-employment benefit <br />trusts are to be invested pursuant to their own investment policies. <br /> <br />POOLING OF FUNDS <br /> <br />Except for cash in certain restricted and special funds, the City will consolidate cash and <br />reserve balances from all funds to maximize investment earnings and to increase <br />efficiencies with regard to investment pricing, safekeeping and administration.
