Cost components to be recovered by the fixed charges are assigned units <br />of service based on the number of equivalent meters (Table 3-9) and customers (sum of meter counts <br />from Table 3-9). The final cost-of-service <br />allocation (Table 3-11) is divided by the units of service (Table 3-12) for each cost component to derive <br />the unit cost. These unit costs will determine the cost-of-service by customer class. <br /> <br />
