The results and <br />recommendations of the potable and recycled water rate study are driven by the City’s financial <br />performance, input from City staff, and feedback and direction from Council and PWAG. <br /> <br />FACTORS AFFECTING FINANCIAL PERFORMANCE <br />The potable and recycled water funds are separate enterprise funds, however, their financial <br />performance is evaluated together. The potable and recycled water system’s financial performance is <br />driven by the ability of the current potable and recycled water rates to meet the City’s funding needs. To <br />maintain financial sufficiency, potable and recycled water rates must fully fund operations and
