Given the available funding and high cost, staff did not <br />pursue the purchase of the mini street sweeper in 2024. <br /> <br />In March 2025, staff received an estimate for a different mini street sweeper at a cost of <br />$312,345. At the March 24, 2025, BPTC meeting, the committee recommended rescinding and <br />reallocating the 2023 TDA Article 3 funds of $493,513 for the purchase of the Multihog ECV <br />350 mini street sweeper for $312,345. The remaining balance of TDA funds from the rescinded <br />allocation ($181,168) will be available for future TDA Article 3 applications from the City. <br /> <br />EQUITY AND SUSTAINABILITY <br />The recommended purchase of a mini street sweeper advances the City’s sustainability goals <br />outlined in the Climate Action Plan (CAP 2.0), as the sweeper is an electric vehicle which <br />addresses Strategy TLU-1: Advance vehicle decarbonization. <br /> <br />OUTREACH <br />The use of TDA Article 3 funds for the purchase of a mini-street sweeper was reviewed and <br />recommended by the Bicycle, Pedestrian and Trails Committee at its June 26, 2023, meeting <br />and its March 24, 2025, meeting. No additional outreach was conducted, as this item is a <br />routine matter of City business. <br /> <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this action advances the ONE Pleasanton strategic goal of Investing in our <br />Environment through identifying the use of TDA Article 3 funds as a new revenue source to <br />address the need for maintenance of protected bicycle facilities throughout the city. <br />Additionally, the prioritization of maintenance of bikeways, including paved trails and separated <br />bikeways, to ensure adequate sweeping is identified as a key action in the Pedestrian and <br />Bicycle Master Plan. <br /> <br />FISCAL IMPACT <br />There is no additional financial impact associated with the adoption of the resolution <br />authorizing an application with MTC for TDA Article 3 funds. The TDA Article 3 funding is an <br />annual funding amount which has been programmed into the upcoming five-year CIP under <br />the Annual Bicycle and Pedestrian Related Improvements at Various Locations project. The <br />removal of the funding allocation of $493,513 is required by MTC because the purchase of a <br />mini street sweeper was not identified as a possible use in the 2023 application for funding. <br />MTC requires that the 2023 allocation of $493,513 be rescinded in order to make the funds <br />available for other expenditures. The rescinded allocation is returned to the MTC account for <br />the City of Pleasanton, which can be reallocated following a new request from the City.
