Page 1 of 4 <br />Item #4 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />May 6, 2025 <br />Community Development <br /> <br />TITLE: ADOPT A RESOLUTION AUTHORIZING AN APPLICATION WITH THE <br />METROPOLITAN TRANSPORTATION COMMISSION FOR ALLOCATION OF <br />$312,345 IN TRANSPORTATION DEVELOPMENT ACT ARTICLE 3 FUNDS FOR <br />THE PURCHASE OF A MINI STREET SWEEPER FROM MUNICIPAL <br />MAINTENANCE EQUIPMENT, INC. AND APPROVE BUDGET AMENDMENTS IN <br />THE TDA GRANT FUND <br /> <br />SUMMARY <br />The Metropolitan Transportation Commission (MTC) provides annual funding through <br />Transportation Development Act (TDA) Article 3 for bicycle and pedestrian improvements. The <br />City is requesting allocation of TDA Article 3 funds for the purchase of a mini street sweeper in <br />the amount of $312,345. This funding is available for allocation following the recission of the <br />prior $493,513 TDA Article 3 allocation to the Annual Bicycle and Pedestrian Related <br />Improvements at Various Locations project (CIP No. 24543). This previous allocation was <br />intended for use on improvements to Stoneridge Drive, Valley Avenue and the I-580 <br />overcrossings. These projects have been completed or are on pause pending additional <br />design and re-prioritization, thus this funding is available for reallocation. <br /> <br />RECOMMENDATION <br />1. Amend the FY 2024/25 Budget Appropriation for the TDA Grant Fund by decreasing the <br />Annual Bicycle and Pedestrian-Related Improvements at Various Locations CIP No. <br />24543 by $493,513, including a reduction to the budgeted grant revenue. <br />2. Adopt a resolution authorizing an application to the Metropolitan Transportation <br />Commission for $312,345 in TDA Article 3 funds. <br />3. Authorize the City Manager to appropriate $312,345 in TDA Article 3 funds to the <br />Annual Bicycle and Pedestrian-related Improvements project, CIP No. 26543, for the <br />purchase of a mini street sweeper, when the City is awarded requested funds in FY <br />2025/26, and enter into a purchase agreement/order with Municipal Maintenance <br />Equipment, Inc. for the mini street sweeper. <br /> <br /> <br />BACKGROUND <br />The Transportation Development Act is a State law that provides funding through state sales <br />tax for projects that comply with regional transportation plans. Article 3 of the TDA provides <br />funding for bicycle and pedestrian-related projects. The Metropolitan Transportation <br />Commission oversees the allocation of these funds, based on population, within the nine- <br />county MTC region. MTC makes available the annual distribution of TDA Article 3 funds to <br />eligible claimants after review of applications submitted. <br /> <br />Eligible project types for these funds include the construction and/or engineering of a capital <br />Page 23 of 249
