Altamont Settlement Agreement <br />Education Advisory Board <br /> <br />2025/2026 Expenditure Plan <br />December 2, 2024 <br /> <br /> ATTACHMENT 1 Page 2 <br /> <br /> <br /> <br />Assumptions <br /> The environmental education community perceives a need <br />for diversion education programs and can develop grant <br />proposals that meet the goals and objectives of the parties <br />to the settlement agreement and the Education Advisory <br />Board. <br /> The Education Advisory Board can identify appropriate <br />partners for enhancing or developing job training programs <br />in waste prevention and recycling. <br />Constraints <br /> COVID pandemic has required flexibility and adaptability <br />in required timelines and milestones. <br /> Teachers and others involved in environmental education <br />are very busy and may not respond to grant solicitations. <br /> Other funding agencies, such as the Alameda County <br />Waste Management Authority and Source Reduction and <br />Recycling Board may have differing priorities that <br />dominate the program offerings. <br /> The Education Account has limited funds that must be <br />stretched over a large service area. <br /> <br />Proposed Allocations <br /> <br />Board communications, website $5,000 <br />Mini-grants $135,000 <br />Project grants $286,000 <br />Board initiated projects $50,000 <br />Multi-year grants $110,040 <br />ALARM mitigation projects* $0 <br />Staff Support $30,000 <br />Fund management and support $12,625 <br />TOTAL $628,665 <br />All unexpended funds from previous grant years will be <br />carried over and, if necessary, applied to the 2026-2027 grant <br />year. <br /> <br />*ALARM fund has reached maximum amount of $100,000 <br />Page 21 of 223
