City Council Minutes Page 4 of 5 March 4, 2025 <br />Recommendation: Actions of the Zoning Administrator and Planning Commission <br />Mayor Balch opened public comment. There being no speakers, Mayor Balch closed <br />the public comment. <br />Councilmember Testa requested that the application P24-0732 at 4212 First Street be <br />brought for City Council review at a future meeting date. <br />MOTION: It was m/s by Testa/Eicher to approve the items on the report except for the <br />application P24-0732 that will be scheduled for City Council review at a future meeting. <br />Motion passed by the following vote: <br />Ayes: Councilmembers Eicher, Gaidos, Nibert, Testa, Mayor Balch <br />Noes: None <br />Absent: None <br />MATTERS INITIATED BY COUNCIL <br />With majority consensus, Councilmember Testa requested discussion at a future <br />meeting for the City Council to consider whether the City should host the Commission <br />Recognition event planned for April 2025. <br />approach (assumes CalPERS will achieve their 6.8% long-term investment <br />return), transferring approximately $2 million from the Supplemental Trust to <br />CalPERS in 2025/26 and revisiting plan funding in the next one to two <br />years. <br />2.OPEB: Continue with full Actuarial Determined Contribution funding. <br />Mayor Balch called a recess at 9:03 p.m. and reconvened the meeting at 9:14 p.m. <br />9. Continued from February 20, 2025 - Receive presentation on fiscal years 2025/26 <br />and 2026/27 General Fund baseline budget and preliminary ten-year financial <br />forecast <br />Recommendation: Receive a presentation providing an overview of the Fiscal <br />Years 2025/26 and 2026/27 General Fund Baseline Budget and Preliminary Ten- <br />Year Financial Forecast. <br />Presentation by Susan Hsieh, Finance Director. <br />Mayor Balch opened public comment.
