Respond to IRS questions (if any)
x Some IRS reviewers aren’t aware that public agencies are eligible for
refunds of COVID leave payments. Consequently, after the City files
the refund requests, the IRS might decline the request based on a
mistaken belief that the City is ineligible. If this happens, we will
respond to the IRS with a description of the legal basis for the
request.
C. PROPOSED FEES AND TIMELINE
We estimate that the City’s total refund will range from $225,000-275,000. Based on this
estimate, we propose a flat fee of $25,500, payable after completion of the above
deliverables. While Pillsbury will be responsible for all deliverables, we may engage another
company, Public Agency Tax Advisors LLC (PATA), to assist with accounting services. If
so, we would ask the City to divide payment of the flat fee into two separate checks (we will
provide the amounts), one to Pillsbury and the other to PATA. Lastly, we will need to gather
some data from the City for this project, a process that won’t require more than 5–8 hours of
City personnel time.
Docusign Envelope ID: 408895A5-B882-4B84-8AA4-E757062412A6
