The Planning Commission
unanimously recommended approval to the City Council, with a revision to the policy’s
language to state that a contiguous open space along Vineyard Avenue amounting to 60%
minimum of the total proposed open space is required. A comment letter was submitted in
advance of the Planning Commission meeting, co-signed by several neighbors of the project,
expressing support for the amendment and a split open space design but also raising
concerns about traffic and other impacts of a future development project at the site. Two public
comments were provided during the hearing, which echoed sentiments similar to those in the
comment letter. The Planning Commission acknowledged the project-related concerns and
recognized those would be appropriately addressed through the future development project
review.

EQUITY AND SUSTAINABILITY
The application is a direct result of neighborhood outreach, as the applicant is responding to
feedback from the adjacent neighborhoods about their preference for a split park design.
Amending the General Plan to allow for a split park design may result in a park space adjacent
to Old Vineyard Avenue that is more accessible by foot and bicycle.

OUTREACH
Notices of this application were sent to surrounding property owners and tenants within a
1,000-foot radius of the site and a notification was posted on-site per the on-site project
notification policy.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the strategic goal of Building a Community Where Everyone
Belongs of the ONE Pleasanton Strategic Plan, in that the amendments are a response to
community engagement and will promote a livable and vibrant community.

FISCAL IMPACT
This is a matter of routine City business and there is no financial impact as a result of City
Council's action.

Prepared by: Submitted by: Approved by:

Emily Carroll, Associate
Planner
Ellen Clark, Director of Community
Development

Gerry Beaudin, City
Manager

Attachments:
1.
