Page 6 of 6 <br />that project approval. <br />PLANNING COMMISSION ACTION <br />The Planning Commission held a public hearing on January 22, 2025, to review and provide a <br />recommendation to the City Council on the proposed actions. The Planning Commission <br />unanimously recommended approval to the City Council, with a revision to the policy’s <br />language to state that a contiguous open space along Vineyard Avenue amounting to 60% <br />minimum of the total proposed open space is required. A comment letter was submitted in <br />advance of the Planning Commission meeting, co-signed by several neighbors of the project, <br />expressing support for the amendment and a split open space design but also raising <br />concerns about traffic and other impacts of a future development project at the site. Two public <br />comments were provided during the hearing, which echoed sentiments similar to those in the <br />comment letter. The Planning Commission acknowledged the project-related concerns and <br />recognized those would be appropriately addressed through the future development project <br />review. <br /> <br />EQUITY AND SUSTAINABILITY <br />The application is a direct result of neighborhood outreach, as the applicant is responding to <br />feedback from the adjacent neighborhoods about their preference for a split park design. <br />Amending the General Plan to allow for a split park design may result in a park space adjacent <br />to Old Vineyard Avenue that is more accessible by foot and bicycle. <br /> <br />OUTREACH <br />Notices of this application were sent to surrounding property owners and tenants within a <br />1,000-foot radius of the site and a notification was posted on-site per the on-site project <br />notification policy. <br /> <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this action advances the strategic goal of Building a Community Where Everyone <br />Belongs of the ONE Pleasanton Strategic Plan, in that the amendments are a response to <br />community engagement and will promote a livable and vibrant community. <br /> <br />FISCAL IMPACT <br />This is a matter of routine City business and there is no financial impact as a result of City <br />Council's action. <br /> <br />Prepared by: Submitted by: Approved by: <br /> <br />Emily Carroll, Associate <br />Planner <br />Ellen Clark, Director of Community <br />Development <br /> <br />Gerry Beaudin, City <br />Manager <br /> <br />Attachments: <br />1.
