Page 3 of 6 <br />Because Land Use Element Policy 12 is explicit that “a park/open space” (i.e., singular open <br />space area) is required, in order to proceed with the split park concept a General Plan <br />Amendment is needed to modify Land Use Element Policy 12 as it relates to Area 27, as well <br />as other references to a single open space within the Housing Element. Should the General <br />Plan Amendment be approved, the applicant intends to submit a modified design for review <br />and approval by the Planning Division while concurrently processing its General Plan/Zoning <br />compliant project.    <br /> <br />Figure 2: Alternative Split Park Conceptual Design  <br />  <br />PROPOSED AMENDMENTS <br />The applicant proposes two amendments to the Land Use and Housing Elements to facilitate <br />a more flexible approach to providing the required parks and open space. The amendments <br />are as follows: <br />• General Plan Land Use Element Policy 12 – Area 27 (page 2-35): “This site shall <br />include at least three acres of neighborhood park(s) and/or open space(s), one of <br />which shall be a contiguous open space along Vineyard Avenue amounting to 60% <br />minimum of the total proposed open space, of at least three acres.”  <br />• Housing Element Modifications to the Area 27 site sheet (page B-51):   <br />“The subject site was dedicated to the Pleasanton Unified School District as part of <br />the development of the Vineyard Avenue Specific Plan, as a prospective location for <br />a future school site. Based on the location, PUSD has determined that the location <br />would not be suitable for a new school and has indicated an interest in identifying <br />the site for future residential development. The site is currently part of the Vineyard <br />Avenue Specific Plan and would require a Specific Plan Amendment to allow for <br />residential development. which remains applicable only if the site is not developed <br />consistent with the Housing Element. Program 1.1 includes the Specific Plan <br />Amendment in the rezoning action. To facilitate the development of the site, the <br />park location and configuration is flexible, except that one of the open space/park <br />areas must be a contiguous open space along Vineyard Avenue amounting to 60% <br />Page 19 of 749
