Page 1 of 6 <br />Item #4 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />February 18, 2025 <br />Community Development <br /> <br />TITLE: ADOPT A RESOLUTION AMENDING THE HOUSING ELEMENT AND LAND USE <br />ELEMENT OF THE GENERAL PLAN TO ALLOW FOR THE REQUIRED 3-ACRE <br />PARK/OPEN SPACE OF HOUSING ELEMENT AREA 27 TO BE SPLIT INTO <br />MORE THAN ONE AREA OF THE SITE, WITHIN THE APPROXIMATELY 10.64- <br />ACRE SITE AT 0 VINEYARD AVENUE (APN 946-4619-1) [P24-0720] <br /> <br />SUMMARY <br />The applicant, Trumark Homes, is the prospective purchaser/developer of the property at 0 <br />Vineyard Avenue, which is among the sites designated for housing in the 6th Cycle Housing <br />Element. Trumark Homes has submitted a General Plan Amendment application to allow for <br />the single required 3-acre park/open space specified by General Plan Policy 12 to be split into <br />more than one park/open space area within the 10.64-acre site. The proposed amendments <br />are internally consistent with General Plan goals, policies and programs in that the amount of <br />park and open space on the site will remain the same, while allowing greater community input <br />in the provision of the facilities. There is no change in the allowable density of the site or any <br />other standard governing the site’s development, which must continue to remain consistent <br />with the adopted Objective Design Standards for Housing Element Sites and other applicable <br />standards. Splitting the park/open space will maintain a landscape buffer that is in keeping with <br />the development along Vineyard Avenue, while providing park facilities adjacent to an existing <br />walking and bicycling trail on Old Vineyard Avenue, a location with less adjacent traffic and <br />potentially more in keeping with the desired environment for a neighborhood park. On January <br />22, 2024, the Planning Commission recommended approval of the proposed General Plan <br />Amendment, with an additional provision to maintain a minimum size for the open space <br />abutting Vineyard Avenue. <br /> <br />RECOMMENDATION <br />1. Find that the proposed General Plan Land Use and Housing Element amendments are <br />internally consistent with the goals and policies of the General Plan; <br />2. Find that the General Plan Amendment (GPA) is categorically exempt from the <br />requirements of the California Environmental Quality Act (CEQA) pursuant to the CEQA <br />Guidelines 15061(b)(3); <br />3. Approve an amendment to the General Plan Land Use designation to allow for the <br />required 3-acre park/open space on Housing Element Area 27 to be split into more than <br />one park/open space area within the approximately 10.64-acre site. <br /> <br /> <br />BACKGROUND <br />The Vineyard Avenue Corridor Specific Plan (VACSP) was adopted on June 1, 1999. The <br />VACSP anticipated and designated this site as the location for a future elementary school, and <br />the subject site was subsequently dedicated to the Pleasanton Unified School District (PUSD) <br />for this purpose.
