In particular, the combined environmental and public health impacts from <br />construction and operation of the two projects at the same location are significant <br />and must be analyzed in a single environmental review document to ensure that the <br />full scope of impacts is disclosed and mitigated in compliance with CEQA. <br /> <br />The Senior East County Lakes Project will add an additional 596 new <br />residential units to parcel APN 946-4634-2, including a high density <br />independent/assisted living facility, and associated facilities. The addition of the <br />Senior East County Lakes Project at the same location as the Arroyo Lago Project <br />will substantially increase the localized and regional air quality impacts, <br />transportation impacts, GHG, noise and other impacts generated by the projects. <br />The combined effects of the two projects must be analyzed together to accurately <br />assess their severity and ensure that proposed mitigation measures reduce the <br />combined local and regional effects of the projects to the greatest extent feasible. <br /> <br />The addition of the Senior East County Lakes Project may also affect the <br />design, location, feasibility, and capacity of the Arroyo Lago Project’s proposed <br />offsite improvements. For example, the Arroyo Lago Project proposes to install a <br />sewage treatment plant on parcel APN 946-4634-2 to handle wastewater from the <br />Arroyo Lago residences. The Project design described in the Notice of Preparation <br />(“NOP”) placed the sewage treatment plant far from the proposed residences.55 <br />However, the Senior East County Lakes Project would place all 596 of its new <br />residences on the same parcel as the sewage treatment plant, which could result in <br />significant air quality and public health impacts to Senior East County Lakes <br />Project residents and users.
