CONCLUSION <br /> <br />For the reasons discussed herein, the City must assume the role of lead <br />agency and prepare a single new or revised DEIR for the Projects in order to comply <br />with CEQA. The City must conduct environmental review reflecting its <br />independent judgment and provide legally adequate analysis of, and mitigation for, <br />all of the Projects’ potentially significant impacts. These revisions will necessarily <br />require a new DEIR be prepared, or revised and recirculated, for public review <br />before the City can move forward with the proposed annexation and entitlement <br />approvals for the Projects. <br /> <br />Thank you for your attention to these comments.
