City Council Minutes Page 2 of 6 February 18, 2025 <br />Recommendation: Adopt Resolution No. 2025-006 authorizing the City Manager to <br />appoint the Assistant/Deputy City Manager as the City's representative on the Tri- <br />Valley Community Television Board of Directors. <br />Community Development <br />3.Actions of the Zoning Administrator and Planning Commission <br />Recommendation: Actions of the Zoning Administrator and Planning Commission. <br />4.Adopt a resolution amending the Housing Element and Land Use Element of the <br />General Plan to allow for the required 3-acre park/open space of Housing Element <br />Area 27 to be split into more than one area of the site, within the approximately <br />10.64-acre site at 0 Vineyard Avenue (APN 946-4619-1) [P24-0720] <br />Recommendation: <br />Adopt Resolution No. 2025-007 amending the Housing Element and Land Use <br />element of the General Plan to allow for the required 3-acre park/open space of <br />housing element area 27 to be split into more than one area of the site, within the <br />approximately 10.64-acre site at 0 Vineyard Avenue (APN 946-4619-1) [P24-0720] <br />1.Find that the proposed General Plan Land Use and Housing Element <br />amendments are internally consistent with the goals and policies of the <br />General Plan; <br />2.Find that the General Plan Amendment (GPA) is categorically exempt from <br />the requirements of the California Environmental Quality Act (CEQA) <br />pursuant to the CEQA Guidelines 15061(b)(3); <br />3.Approve an amendment to the General Plan Land Use designation to allow <br />for the required 3-acre park/open space on Housing Element Area 27 to be <br />split into more than one park/open space area within the approximately <br />10.64-acre site. <br />5.Adopt a resolution amending the Vineyard Avenue Corridor Specific Plan to to align <br />with Housing Element permitted uses for the property (APN 946-4619-1), and <br />make other conforming changes [P24-0747] <br />Recommendation: <br />1.Find the proposed amendments to the VACSP are within the scope of the <br />2023-2031 (6th Cycle) Housing Element Update Program Environmental <br />Impact Report (State Clearinghouse No. 2022040091) which was certified <br />by the City Council on January 26, 2023, by Resolution No. 23-1357 and <br />that no further environmental review is required; <br />2.Find the proposed amendments the VACSP consistent with the goals and <br />policies of the General Plan; <br />3.Adopt Resolution No. 2025-008 approving the amendments to the VACSP <br />Page 17 of 348
