Exhibit A <br />Phase 3 Scope of Services <br />Project Approach <br />Kayuga’s project approach to the scope of work is illustrated below. The approach is designed to address the <br />City’s goals and objectives one step at a time. The project approach highlights the six key steps of the project. <br />Each step is designed to build on the others to fulfill the goals and objectives established by the City. The six <br />key steps are illustrated on the following figure. <br />Asset Management Roadmap focuses on reviewing existing state of asset management, identifying the data <br />and functionality requirement gap, designing the integrated system, and developing a framework to achieve <br />the overall asset management goals. The roadmap is required to ensure the City have a sound plan to achieve <br />its asset management goals. Understanding the current state of asset management practices, including <br />business processes, information system functionality requirements, and asset data gap, will help the City to <br />prioritize the right projects, prevent duplication of work, and achieve asset management milestones early. <br />Establish the Asset Database Foundation is a critical step for developing a defendable asset management <br />decision-making platform. Once the assets are inventoried and the work required (i.e., condition) is <br />understood, the Understand Asset Criticality step provides an additional filter for asset prioritization due to <br />limited resources. The Determine the Levels of Service step documents the maintenance, rehabilitation, and <br />replacement schedules necessary to meet the set levels of service. Next, the Calculate the Cost of Ownership <br />phase incorporates various asset management analyses (e.g., asset valuation, risk assessment, life cycle <br />cost) that will help to understand the short and long-term cost of ownership.
