(EPS) to <br />provide economic consulting services related to the fiscal analysis of two <br />residential projects proposed by Steelwave LLC under consideration for <br />annexation. Following the initiation of this project in October, Steelwave <br />LLC expressed interest in including a third project in the fiscal analysis. <br />This project involves the annexation and development of a light <br />industrial/warehouse project on a property referred to as “Parcel H”. <br />EPS is seeking an add-service modification to our contracted budget to <br />cover additional analysis requested by the City. <br />EPS proposes to update the original scope for the fiscal analysis to <br />include the following tasks: <br /> Upon receipt of an agreed-to land use scenario, EPS will incorporate <br />the Parcel H project into the fiscal impact analysis, forecasting <br />annual public costs and revenues. The analysis will incorporate one <br />additional land use (e.g., industrial / warehouse) with a common set <br />of assumptions applied to the entire project. <br /> EPS will also include Parcel H in the analysis of the fees the <br />development would be expected to pay to either the County or the <br />City. <br />The proposed EPS budget to incorporate the Parcel H project into the <br />Fiscal Impact Analysis is $8,000. This budget estimate assumes <br />Steelwave LLC can provide the data and other required inputs in a form <br />and manner that allows EPS to incorporate its analysis into the schedule <br />and deliverables for the broader annexation study. <br />We appreciate the opportunity to continue working with the City of <br />Pleasanton.
