Box 520 <br />Pleasanton, CA 94566 <br /> <br />Subject: Proposal to Finalize the Tree Preservation Update and Urban Forest Master Plan Public Draft <br />Dear Sarah: <br />In recent discussions with City staff, the City requested the final updates to the Tree Preservation Ordinance <br />and a restructuring of the UFMP with a different canopy cover goal. Dudek staff previously delivered a draft of <br />the Ordinance update that had already gone through several revisions before it was presented before City <br />Council. The Council rejected the initial draft and created a new ordinance subcommittee to provide further <br />review and comments on the ordinance update. Several new sections including a Special Condition Permit <br />section were requested to be added to the updated ordinance by the subcommittee, as well as an ordinance <br />impact analysis, leading to Dudek spending staff hours beyond the original scope of the project. For the UFMP, <br />the recent change in canopy cover goal from 30% city-wide to 25% for all neighborhoods and document <br />restructuring requested from the City has resulted in extra staff time needed to recreate several figures, maps, <br />and narratives, and incorporate these new changes into the UFMP Public Draft. This proposal includes <br />additional hours for Dudek staff to complete the remaining updates requested for the Ordinance Update and <br />Public Draft of the UFMP. Thank you for the opportunity to submit this proposal. <br />Scope of Services <br />TASK 1 TREE ORDINANCE UPDATE FINALZIATION <br />The Dudek Project Manager will incorporate the final additions and changes into the Pleasanton Tree <br />Preservation Ordinance requested by the Subcommittee and City staff. The Practice Lead will review the final <br />ordinance update before the Project Manager sends one redlined version and one clean version of the <br />updated Ordinance to City staff. Dudek will also revise and submit the Ordinance Update Changes Summary <br />document for City staff after the Ordinance update has been finalized. <br />TASK 2 UFMP PUBLIC DRAFT FINALIZATION <br />Dudek’s Data Analyst will produce new tables and figures associated with the City’s new canopy cover goal of <br />bringing all neighborhoods within Pleasanton to 25% canopy cover. The previous goal was 30% city-wide <br />canopy cover. The Data Analyst will also determine the number of vacant tree sites within these neighborhoods <br />that currently have less than 25% canopy cover which will then be used by the Urban Forestry Analyst to <br />update the urban forest management scenario and budget model. The Analyst will update the narrative for the <br />new budget model with review from the Project Manager.
