Item #9
CITY COUNCIL AGENDA REPORT

January 21, 2025
Public Works - Operations Division

TITLE: ACCEPT PUBLIC IMPROVEMENTS PERFORMED BY D.H.R. CONSTRUCTION,
INC. FOR THE CALLIPPE PRESERVE GOLF COURSE BUNKER RENOVATIONS

SUMMARY
City staff and course operator CourseCo have designed a multi-year bunker improvement plan
that includes biennial renovation of several of the course’s 58 bunkers. On August 20, 2024,
the City Council awarded to D.H.R. Construction, Inc. a not-to-exceed contract to renovate
eleven green-side bunkers. The project is complete and ready for City Council acceptance.
The work has been completed per the contract to the satisfaction of Public Works staff and
CourseCo.

RECOMMENDATION
1. Accept the public improvements performed by D.H.R. Construction Inc. for the Callippe
Preserve Golf Course bunker renovations.
2. Authorize the City Clerk to file a Notice of Completion for the project.
3. Authorize payment of the retention in the amount of $16,147 to D.H.R. Construction,Inc.
thirty days after the recordation of the Notice of Completion.

BACKGROUND
City staff and course operator CourseCo have designed a multi-year bunker improvement plan
that includes biennial (every other year) renovation of several of the course’s 58 bunkers. This
improvement plan is typical among golf course maintenance practices to repair wear and tear
on heavily used areas of the course and to address any maintenance matters that typically
occur in bunkers and tees, including grade improvements, rebuilding slopes, and improving
drainage to improve playability. As a continuation of Callippe Preserve Golf Course renovation
work and identified maintenance concerns, on August 20, 2024, the City Council awarded a
not-to-exceed contract to D.H.R. Construction, Inc. for the renovation of eleven bunkers.

DISCUSSION
This project included the renovation of the bunkers on holes #10, #12, #13, #15, #16, and #18
according to the standards and specifications of the Better Billy Bunker Method. The scope of
the bunker renovation project included removing the existing sand, gravel, and drainpipe. The
Better Billy Bunker Method is a patented method for building and renovating golf course sand
bunkers to improve the infiltration of water through a drainage system that reduces the chance
of contamination of the sand and reduces erosion and maintenance to provide a consistent
playable sand bunker. Utilizing the Better Billy Bunker Method, new drainpipe, gravel, polymer,
and sand were installed at the noted bunkers to prevent soil from washing off bunker slopes.
There were no interruptions in course use for this project. All work has been completed to the
satisfaction of the Director of Public Works, and it is recommended that the project be
accepted as complete.
