Page 1 of 5 <br />Item #7 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />January 21, 2025 <br />Finance <br /> <br />TITLE: PUBLIC HEARING: HOLD A PUBLIC HEARING AND ADOPT A RESOLUTION <br />APPROVING AMENDMENTS TO THE MASTER FEE SCHEDULE INCREASING <br />OR ADDING NEW FEES FOR SPECIAL EVENT AND SUPPORT SERVICES <br />FEES, LIVERMORE-PLEASANTON FIRE DEPARTMENT STANDBY SERVICES <br />FEES, STORMWATER FACILITY INSPECTION FEES, PLEASANTON PUBLIC <br />LIBRARY FINES AND FEES, AND CO-SPONSORED GROUP USE OF CITY <br />FIELDS FEES <br /> <br />SUMMARY <br />Staff recommends the City Council adopt the resolution (attachment 1) approving and updating <br />various City fees and charges. Fees and charges updated through this action include: <br />• Special Event and Support Services Permit Fees <br />• Livermore-Pleasanton Fire Department (LPFD) Standby Service Fees <br />• Stormwater Facility Inspection Fees <br />• Pleasanton Public Library Fines and Fees <br />• Co-Sponsored Group Use of City Fields Fees. <br /> <br /> <br />RECOMMENDATION <br />Hold a public hearing and adopt a resolution approving amendments to the Master Fee <br />Schedule and updating various City fees and charges. <br /> <br />BACKGROUND <br />California cities impose fees for providing services and activities through provisions of the <br />State Constitution. Agencies are allowed to set fees at rates providing fair and reasonable <br />recovery of costs incurred in providing the services, minimizing or eliminating use of general <br />tax revenues. City user fees and service charges are based on a variety of criteria including <br />the change in the Consumer Price Index, fee studies, and the full cost for providing the service. <br />This ensures the fee levels are at or below the costs for providing the services. <br /> <br />DISCUSSION <br />The following discussion provides details on the proposed changes to the City’s current fee <br />and service charge schedule. <br /> <br />Master Fee Schedule Changes <br />Special Event and Support Services Permit Fee <br />The City requires a permit for use of City property and right-of-way for community (or private) <br />special events. Special events include parades, street fairs and festivals, concerts, car shows, <br />and fund-raising marathons. Currently, the City’s Master Fee Schedule only lists a Special <br />Event Application fee. The proposed additional fee is designed to fully recover costs by <br />Page 47 of 399
