He has <br /> conducted extensive fieldwork throughout Northern and Southern California and has led teams of field <br /> biologists on complex field projects with diverse geography and resources. <br /> PROFESSIONAL EXPERIENCE AND CLIENT SUMMARY <br /> Environmental Impact Report for the Spotorno Residential Subdivision Project, City of Pleasanton, CA <br /> FCS is currently preparing an EIR,technical studies/analyses,and related documents for a 39-lot <br /> residential subdivision in the Happy Valley area of Pleasanton.The project applicant(Tim Lewis <br /> Communities)is proposing to rezone and subdivide the project site to support 39 single-family <br /> residential lots and roadways on the 31-acre Spotorno Flat portion of the site and permanently preserve <br /> acreage as open space.A public trail would be constructed along the Westbridge Lane frontage and the <br /> proposed site plan includes preservation of an existing wetland area in the western portion of the site <br /> and the construction of an adjacent bioretention area for on-site stormwater management.The <br /> proposed project will require the following discretionary approvals:General Plan Amendment(GPA), <br /> Specific Plan Amendment, Planned Unit Development rezoning and Development Plan,Growth <br /> Management Allocation,and EIR certification.The project application proposes to remove the proposed <br /> "Bypass Road"contemplated by the Happy Valley Specific Plan.
