He specializes in CEGA and NEPA documentation and in offering long-range <br /> planning and mitigation strategies associated with air quality, climate change,and energy impacts. He <br /> has a broad background in environmental analysis, project management,contract administration, <br /> regional planning, and project-specific review.Through his work as both a consultant and government <br /> employee, Mr. Paukovits has significant experience with agency coordination and local,state,and <br /> federal environmental and planning regulations. For example, he managed air quality planning and <br /> policy development for the eight San Joaquin Valley metropolitan planning organizations and led the <br /> development of the 2007 Regional Transportation Plan for Fresno County, including the management of <br /> the EIR,staff activities,and coordination with state and federal agencies. Mr. Paukovits was also <br /> responsible for contract administration; compliance with local,state,and federal mandates;conformity <br /> analyses;and management of the Congestion Mitigation and Air Quality grant program. In addition, he <br /> coordinated the development of GHG policies for the Fresno Council of Governments with the California <br /> Attorney General's office and local jurisdictions. <br /> RELATED EXPERIENCE AND CLIENT SUMMARY <br /> Environmental Impact Reportfor the Spotomo Residential Subdivision Project, City of Pleasanton,CA <br /> FCS is preparing an EIR,technical studies/analyses, and related documents for a 39-lot residential <br /> subdivision in the Happy Valley area of Pleasanton.The project applicant (Tim Lewis Communities) is <br /> proposing to rezone and subdivide the project site to support 39 single-family residential lots and <br /> roadways on the 31-acre Spotorno Flat portion of the site and permanently preserve acreage as open <br /> space.A public trail would be constructed along the Westbridge Lane frontage and the proposed site <br /> plan includes preservation of an existing wetland area in the western portion of the site and the <br /> construction of an adjacent bioretention area for on-site stormwater management.The proposed <br /> project will require the following discretionary approvals:General Plan Amendment(GPA), Specific Plan <br /> Amendment,Planned Unit Development rezoning and Development Plan, Growth Management <br /> Allocation, and EIR certification.The project application proposes to remove the proposed "Bypass <br /> Road"contemplated by the Happy Valley Specific Plan.
