Cost-effective energy improvements can lower utility bills and make <br />more income available for the mortgage payment. <br /> <br />• Low-Income Home Energy Assistance Program (LIHEAP): The program is funded by <br />the federal government and the State Department of Community Services & Development <br />(CSD) administers LIHEAP. The federal Department of Health and Human Services <br />distributes funds to states annually to assist with energy bills and offset heating and/or <br />cooling energy costs for eligible low-income households. California’s annual share is <br />approximately $89 million which CSD distributes to contracted community energy service <br />providers. Active. During March 2020, the CARES Act allocated California an additional <br />$49 million to supplement its LIHEAP program, which totaled $203 million for Federal <br />Fiscal Year 2019-2021.
