If located in or near State responsibility areas or lands classified as very high fire hazard severity <br />zones, would the project expose people or structures to significant risks, including downslopes or <br />downstream flooding or landslides, as a result of runoff, post fire slope instability, or drainage <br />changes? <br />According to the California Department of Forestry and Fire Protection (CalFIRE), the majority of the <br />Pleasanton is not located in designated California Fire Hazard Severity Zones; however, the City <br />contains and is adjacent to areas classified as moderate, high, and very high fire hazard severity <br />zones at the wildland fringes located at the southern and western borders of the City.99 According <br />to the LHMP and the Pleasanton General Plan Public Safety Element, wildfire poses a high risk to <br />portions of Pleasanton at the urban-wildland fringe. The central, urbanized portions of the City are <br />not subject to wildfire risk.100.101 <br />Though there are areas within and surrounding Pleasanton that are at risk of wildfires, the CAP 2.0 is <br />a policy -level document that does not propose new residential, commercial, or institutional <br />development that could be at risk from wildfire, nor does it grant entitlements for development that <br />would have the potential to directly cause wildfire. In addition, the CAP 2.0 includes Action S9 that <br />aims to reduce the risk of wildfire in the community through awareness and educational campaigns, <br />improving early wildfire detection, and implementing controlled burns to reduce combustible <br />biomass. Thus, the CAP 2.0 would result in no impact related to wildfire. <br />Cumulative Impacts <br />The cumulative projects scenario is overall General Plan buildout for Pleasanton in 2025 plus Pleasanton <br />population projections through 2045. The CAP 2.0 does not include new habitable development that <br />could be at risk from wildfire, nor does it grant entitlements for development that would have the <br />potential to cause wildfire. Rather, the CAP 2.0 includes Action S9 to reduce the risk of wildfire in <br />the City.
