AGFUO-Public comments submitted for the June 1, 2021, City Council Meeting <br /> From:Jim Merryman <br /> Sent:Tuesday,June 01, 2021 7:55 AM <br /> To: Mayor and City Council <br /> Subject: DSP Retail Quota <br /> As a task force member of the recently completed Downtown Specific Plan update, I'm concerned that <br /> our 18 months of work to craft a plan aimed at improving the health and vitality of downtown is at material <br /> risk of being ignored. The Staff Report recommending increasing mandatory retail quota from 25%to <br /> 60% is not consistent with either the letter of the task force recommendations or intent. Given DSP's <br /> adaptation just a few months before COVID laid waste to our economy, an appropriate path forward is to <br /> table any changes for now and allow a few years to pass so that a full evaluation of the current DSP <br /> regulations can be completed. A little time will also allow an opportunity to incorporate the inevitable <br /> unintended consequences that will arise as COVID recedes. But if action must be taken, suggest focusing <br /> on reducing the regulatory and permitting burden that discourages small business. <br /> Distributed to City Council for the September 7, 2021, meeting <br />
