Chair Allen said she agrees with a higher fence and it would be a compromise at six and a half
feet in total.
Commissioner O'Connor said he was amenable to no more than six feet at a maximum from
the 7-Eleven side, which includes the retaining wall. If the concern here is that people are
going to park on the other side and hop the fence to go to 7-Eleven, he thinks five feet on top
of an 18-inch retaining wall is sufficient.
Commissioner Brown agreed and clarified it would be the 18-inch retaining wall at pad level of
the 7-Eleven, or he asked if it was slightly above.
Mr. Hirst clarified it is from the ground level which will slope a bit from the retaining wall down
to the property line. It is from the pad-level of the 7-Eleven and he was willing to go to a total of
six feet and the church level will be lower from the pad level.
Commissioner Brown clarified that the recommendation is six feet in total including the height
of the retaining wall as measured from the pad level of the 7-Eleven.
All Commissioners concurred.
Chair Allen asked about the 20-foot area.
Mr. Schafer interjected and clarified that the pad-level of the 7-Eleven will be 333 feet above
sea level and the church parking lot pad level is at 330 feet above sea level, therefore,
7-Eleven is 3 feet higher. From the 7-Eleven pad, it will slope down to that retaining wall and
from there, it goes into the church parking lot.
Chair Allen confirmed the Commission was comfortable with that. She also confirmed that the
Commission agreed with the 20 feet and requiring plantings that are vigorous and provides a
barrier. Also, she confirmed all Commissioners were in agreement to a 40-foot driveway.
Regarding roofing material, the Commissioners requested it be changed from the proposed
plastic material.
Chair Allen stated her preference was for concrete.
Commissioner Pace agreed he prefers a different material as opposed to plastic.
Chair Allen asked and confirmed that Commissioner Pace liked concrete, but that he and other
Commissioners agreed to leave it up to the Director of Community Development.
Chair Allen again stated her preference for concrete stating the Irby Ranch project has a great
concrete roof which is high quality.
The Commissioners agreed.
Chair Allen asked if there were any other outstanding issues on the site.
Excerpt Planning Commission Minutes, August 28, 2019 Page 6 of 7
