her opinion had a good building design and clay tile roofing material. For this particular site,
staff did not believe a clay-tile roof would match the building style, and suggested the applicant
consider a higher quality or lifetime shingle material with more definition. The applicant chose
the currently proposed plastic roofing material, which staff did not support.
Regarding the car wash and vacuum areas, the Commission had previously suggested
grouping together the vacuum machines and air filling station to create more efficiency. In
regard to the EV charging station, it is not required and therefore, could be removed and
parking added. She deferred the question about the hatched areas between parking stalls to
the architect.
Commissioner Brown asked to see the roof material sample, and staff distributed it to the
Commissioners.
Chair Allen stated that because this project is on a busy corner and because the Commission
previously approved a new gas station, which had a quality roofing material out of tile as well
as the Valero gas station on the corner of Hopyard Road and Valley Avenue which also has
high quality material, she asked for a high quality roofing material for the proposed project.
THE PUBLIC HEARING WAS OPENED
Applicant Brad Hirst spoke about the project. He first wanted to recognize and thank staff for
their prompt responses and action on this project. He then described the proposed upgrades to
this project. He presented a rendering of the project and stated they changed the three-foot
retaining wall to an 18-inch retaining wall with shrubs behind it and it will set back one-foot
from the property line.
Architect Craig Schafer with PM Design Group spoke about the project and referenced
Commissioner Brown's question regarding the parking stalls. He explained the reasoning
behind the proposed design given safety and ADA reasons, circulation, the driveway, and
other design challenges on the site.
Applicant's Traffic Consultant Chris Kinzel with TJKM spoke about the proposed width of the
driveway at 40 feet and the reasons behind his recommendation. He found many 40-foot
driveways which are common in north Pleasanton and while a 35-foot driveway would work,
due to the compactness of the site, 40 feet is desirable.
Mr. Schafer spoke to the roofing material, stating they are willing to work with staff to come up
with an alternative than the one proposed, such as a heavy shingle or concrete.
Commissioner Balch asked what was the typical life of the plastic sample that was proposed.
Mr. Schafer stated it is a 15-year roof, as compared to concrete, which is much longer.
Chair Allen then opened the public comment period.
Peter Hu spoke on behalf of the church in regard to the proposed height of the fence at five
feet. He explained his reasoning behind requesting a six-foot high fence, noting it is common in
the neighborhood.
