addresses the church's concerns with the <br /> current operation of 7-Eleven. <br /> PUBLIC NOTICE <br /> Notices for this hearing were sent to surrounding property owners and tenants within a <br /> 1,000-foot radius of the site. Staff has provided the location and noticing maps as Exhibit H for <br /> reference. The public notice was also published in The Valley Times. At the time this report <br /> was published, Tracey and James Montoya, residents at 2786 Calle Alegre, emailed staff of <br /> their support of the proposed project. Any public comments received after publication of this <br /> report will be forwarded to the Commission. As discussed above, the Church in Pleasanton <br /> had previously provided comments as a result of the work session public hearing notice. <br /> ENVIRONMENTAL ASSESSMENT <br /> A draft Initial Study/Negative Declaration (IS/ND) (Exhibit D) has been prepared for the <br /> proposed project. The draft IS/ND is in circulation for public comments between August 5, <br /> 2019 and August 26, 2019. To date, staff has not received any comments on the draft IS/ND. <br /> Based on the draft IS, staff believes that the project would not have any significant <br /> environmental impacts. Staff, therefore, believes that the Initial Study/Negative Declaration can <br /> be issued in conformance with the California Environmental Quality Act (CEQA). If the <br /> Planning Commission concurs with this environmental assessment, it must make the finding <br /> that the IS/ND adequately evaluates the potential environmental impacts of the project prior to <br /> taking action on the project. <br /> CONCLUSION <br /> As proposed by the applicant and conditioned by staff, staff believes that the uses will be <br /> compatible with the surrounding businesses and will not detrimentally affect the surrounding <br /> uses or properties.
