Staff concurs with this <br /> request and recommends that January 1, 2019 be the effective date for implementing <br /> the new fees and proposes the following guidelines to grandfather in development <br /> projects:. <br /> Planning Applications— Permit Streamlining Act <br /> For planning applications related to projects subject to the Permit Streamlining Act, staff <br /> is recommending applications that have been "deemed complete" as of January 1, <br /> 2019 or at the effective date of the adopted fees, whichever is later, be subject to the <br /> current fees. <br /> Page 13 of 18 <br />
