AP-50 Geographic Distribution - 91.420, 91.220(f) <br /> Description of the geographic areas of the entitlement (including areas of low-income and <br /> minority concentration)where assistance will be directed <br /> The City of Pleasanton receives an allocation of Community Development Block Grant (CDBG) funds, <br /> which may be used for eligible activities, eligible households, and/or eligible areas within its jurisdiction. <br /> The CDBG funds are allocated according to a formula based on population data from the 2010 Census <br /> and the number of substandard units in each jurisdiction. All projects listed in the "Proposed Projects" <br /> tables are intended and open to serve eligible households within the City of Pleasanton. Census tracts <br /> that are located completely or partially within the current Pleasanton city limits are as follows: 4506.01, <br /> 4506.02,4506.03, 4506.04,4506.05,4506.06,4506.07,4506.43,4506.46,4507.01, 4507.41,4507.42, <br /> 4507.44, and 4507.45. <br /> Geographic Distribution <br /> Target Area Percentage of Funds <br /> • <br /> Citywide 100 <br /> Table 9-Geographic Distribution <br /> Rationale for the priorities for allocating investments geographically <br /> For many programs using CDBG funds, such as residential or business rehabilitation,the exact location <br /> of the activity is not determined prior to funding the program as a whole. Pursuant to the CDBG <br /> Program Final Rule in these instances,the Consolidated Plan must identify who may apply for assistance, <br /> the process by which the grantee will select those to receive assistance, and how much and under what <br /> terms the assistance will be given. <br /> The City of Pleasanton has contracted with Neighborhood Solutions in prior fiscal years to administer a <br /> Housing Rehabilitation Program (HRP) using CDBG, HOME and Lower Income Housing funds for loans <br /> and grants serving eligible low-income home owners and renters in Pleasanton. In October 2016 the <br /> contract to provide HRP services was awarded to Habitat for Humanity. The goal of the program is to <br /> conserve, preserve, and improve the housing and neighborhoods by addressing the needs of low income <br /> Pleasanton residents. To that end,the program provides grants or low interest loans to qualifying <br /> properties and owners to provide a variety of rehabilitation services,such as rental housing <br /> rehabilitation, minor and major home repairs, mobile home repairs, exterior paint or clean-up <br /> Annual Action Plan 31 <br /> 2017 <br /> OMB Control No:2506-0117(exp.07/31/2015) <br />
