STAFF RECOMMENDATION <br /> Staff recommends that the Commission take the following actions: <br /> 1. Receive public input on the Draft Hacienda TOD Development Standards and <br /> Design Guidelines and then close the public hearing; <br /> 2. Find that the project would not have a significant effect on the environment and <br /> adopt a resolution recommending approval of the Draft Negative Declaration; <br /> 3. Provide any recommendations for amendments to the Draft; <br /> 4. Find that the proposed Major Modification to the PUD is consistent with the <br /> General Plan and purposes of the PUD ordinance; <br /> 5.
