Public Sources re: "Structure" <br />It is also relevant to look at how public sources define "structure." For example, Wikipedia: <br />• Begin at "structure" on Wikipedia.4 The choices from there are: physical structure; <br />biological structure; chemical structure; musical composition; social structure; data <br />structure; and software structure. The most appropriate choice appears to be <br />physical structure. <br />• The physical structure section states: "Built structures are a subset of physical <br />structures resulting from construction. These are divided into buildings and <br />nonbuilding structures, and make up the infrastructure of a human society."5 This <br />division is helpful, as it is similar to how Measure PP divides the world — i.e., into <br />"housing units" and "structures," the implication being that housing and structures <br />are different and separate categories. <br />• So what does Wikipedia tell us "nonbuilding structures" are? "A nonbuilding <br />structure, also referred to simply as a structure, refers to any body or system of <br />connected parts used to support a load that was not designed for continuous human <br />occupancy. The term is used by architects, structural engineers, and mechanical <br />engineers to distinctly identify built structures that are not buildings."' The page <br />goes on then to list a variety of examples of structures, including: "roads" and <br />"bridges" and "retaining walls." <br />• Wikipedia likewise begins its discussion of "retaining walls" with `A retaining wall is <br />a structure ....' <br />When trying to determine what a voter might have been thinking in casting his or her ballot <br />for Measure PP, "common man" sources like Wikipedia provide valuable insight. Wikipedia <br />strongly supports that roads and retaining walls are structures. <br />The 2013 Commission Voted Unanimously That Roads Are Structures <br />Though the current Planning Commission disagrees, it is worthwhile to note that the 2013 <br />Commission stated as follows: <br />Commissioner Pearce ... indicated that she has been reading this over and <br />over, and she cannot get to the point where she cannot consider a road a <br />structure.
