Cehriur <br />415.262.5123 <br />ccebrian @coxcasd e. corn <br />File No. 26440 <br />On behalf of GHC Lund Ranch, LLC, and its managing member Grecnbriar Homes <br />Communities ( "Lund Ranch "), I write to raise several issues that may be relevant to the Ciry <br />Council's consideration of the Lund Ranch II project. We understand that members of the City <br />Council have been lobbied to drastically reduce the number of permitted units in the project as a <br />potential compromise between several neighborhoods' objections to thc families and visitors of new <br />homes travelling through those existing neighborhoods. The staff report for the City Council <br />hearing includes a potential option of developing a ten -unit alternative that connects to Sunset <br />Creek Lane and that does not connect to the project site's existing access to Lund Ranch Road. As <br />explained below, further reducing the number of homes to address the neighbors' opposition to any <br />increase in vehicle trips would be unlawful and expose the City to substantial liability. <br />Summary of Processing Timeline <br />The original application for Lund Ranch I1 was submitted on September 24, 2002 and <br />proposed 113 single family homes. The application was revised in 2004 to include three alternatives <br />— a 149 unit alternative developed in response to the City's request for increased density, a 107 unit <br />alternative, and an 82 unit alternative. In 2008, the application was again revised to propose a 77 <br />unit development. The application was again revised on September 15, 2011 after the adoption of <br />Measures PP and QQ. This current plan proposes only 50 units. The City deemed this current <br />application complete on November 30, 2011. On August 26, 2015, the Planning Commission <br />recommended that the City Council find that the project is in thc best interests of the public health, <br />safety, and general welfare, and is consistent with the City's General Plan.
