MEMORANDUM OF UNDERSTANDING <br /> Pleasanton City Employees Association, AFSCME, Local 955, AFL-CIO, and <br /> representatives of the City of Pleasanton, have met and conferred in good faith regarding <br /> wages, hours and other terms and conditions of employment of employees in the <br /> representation unit specified in Section 1, have exchanged freely information, opinions <br /> and proposals and have endeavored to reach agreement on all matters relating to the <br /> employment conditions and employer-employee relations of such employees. <br /> This Memorandum of Understanding is entered into pursuant to the Meyers-Milias- <br /> Brown Act (Government Code Section 3500, et seq.) and has been jointly prepared by the <br /> parties. <br /> This Memorandum of Understanding shall be presented to the City Council as the joint <br /> recommendations of the undersigned for salary and employee benefit adjustments for the <br /> period commencing November 1, 2010 and ending March 31, 2013. <br /> Section 1. Recognition <br /> Pleasanton City Employees Association, AFSCME, Local 955, AFL-CIO, <br /> hereinafter referred to as the "PCEA/AFSCME LOCAL 955," the Union, is the <br /> formally recognized employee organization for the general employees unit <br /> comprised of the classifications listed in the attached salary schedule and certified <br /> pursuant to the Employer-Employee Relations procedures and Resolution No. 71- <br /> 75, adopted by the City of Pleasanton City Council on April 5, 1971. <br /> Section 2. Union Security/Agency Shop/Dues Deduction <br /> 2.1 Dues Deduction <br /> Upon receipt of a written assignment and authorization signed by the employee on <br /> the form shown below, the City agrees to deduct from every other paycheck of <br /> such employee an amount which will total the dues uniformly required for <br /> membership in the PCEA/AFSCME LOCAL 955. The amount so deducted shall <br /> be remitted by the City to the officer designated in writing by the President of the <br /> PCEA/AFSCME LOCAL 955 as the person authorized to receive such funds. <br /> The President of the PCEA/AFSCME LOCAL 955 shall notify the City Manager <br /> in writing as to the amount of such dues uniformly required of all members of the <br /> PCEA/AFSCME LOCAL 955. <br /> The employee's earnings must be regularly sufficient after other legal and <br /> required deductions are made to cover the amount of the dues check-off <br /> authorized. When an employee is in a non-pay status for an entire pay period, no <br /> -3 - <br />
