She added that staff does not ask for multiple copies of <br />plans for an over-the-counter approval, and if the Commission is seeking a different <br />process, staff would have to require that each sign to go through the Sign Design <br />Review process. <br />Chair Pearce stated that she felt the alternative might be to tighten up the City’s <br />guidelines so that secondary tenant signs can be over-the-counter approvals. <br />Ms. Decker stated that currently, the program would allow any of the signs to fit into <br />the shapes seen in the Master Sign Program but would allow the greatest flexibility <br />for colors and fonts that the businesses use. <br />Commissioner Fox stated that she preferred that there be the ability for the Planning <br />Commission to review signage and to appeal them as needed. <br />Ms. Decker clarified that these would be mean having the signs go through a Sign <br />Design Review process. <br />Commissioner Narum inquired whether, in the event the Commission approves the <br />Master Sign Program in some form and one of the buildings on Division Street puts <br />up signage which is contrary to what the Commission thought it was approving, the <br />Commission could modify the Program so that subsequent signs would have to <br />return to the Commission. <br />Ms. Decker replied that the Commission could do that. <br />Commissioner Blank moved that the Planning Commission approve PSDR-388 <br />subject to the conditions shown in Exhibit A-1 for the Master Sign Program <br />and Exhibit A-2 for the Comerica Bank sign, with the following modifications: <br />: <br />Exhibit A-1: Master Sign Program <br />1. Signage for secondary businesses shall not include logos. <br />Exhibit A-2: Comerica Bank: <br />1. Condition No. 2.a. shall be deleted. <br />2. The overhang trapezoidal signs shall be limited to 9 feet, 3 inches long <br />3. Additional tenant signage shall be limited to three windows and one door. <br />4. There shall be no other window or temporary signs except during the first <br />three months following the opening of the bank. <br />Commissioner Narum seconded the motion. <br />Commissioner Fox questioned the purpose of deleting Condition No. 2.a of <br />Exhibit A-2. <br />Commissioner Blank clarified that the intent of the condition was to take the logo and <br />make it look like oval. <br />PLANNING COMMISSION MINUTES, March 25, 2009 Page 19 of 27 <br /> <br />
