A draft Downtown Specific Plan (DSP) was
released for public review and comment in November 2018, reflecting the input and
direction of the Task Force, Planning Commission, and City Council. Since release of
the public draft, staff has solicited public feedback from various stakeholders and City
commissions and subcommittees. The DSP received a recommendation for approval
from the Task Force at its final meeting on May 28, 2019, and from the Planning
Commission on June 26, 2019. Adoption of the DSP, and related actions, including
conforming changes to the City of Pleasanton General Plan, and Municipal Code, and
certification of the Environmental Impact Report are now before the City Council.
The "Background" section of this report provides a summary of the DSP process and
document, summarizes the actions and recommendations made by the Task Force and
Planning Commission, and highlights key policy topics that have been part of the
discussion. Staff is specifically requesting City Council direction on one remaining topic:
projects that would require approval of a Planned Unit Development (PUD)
development application, as detailed in the "Discussion" section.
TASK FORCE RECOMMENDATION
The Task Force at its May 28, 2019, meeting, recommended the DSP proceed,
reflecting certain direction provided by the Task Force at its February 26, 2019, meeting
(discussed in further detail in this report).
