THE CITY OF 15 <br />~ ~~~ ~° =`~ "" CITY COUNCIL AGENDA REPORT <br />~L~~S~4NTON~ <br />April 7, 2009 <br />Community Development <br />Planning Division <br />TITLE: PAP-133/PMCC-2, GILCHRIST & RUTTER, VINEYARD VILLA - <br />CONSIDER AN APPEAL OF THE PLANNING COMMISSION'S DENIAL <br />OF AN APPLICATION FOR A VESTING TENTATIVE MAP <br />CONVERTING A 208-UNIT MOBILE HOME PARK LOCATED AT <br />3263 VINEYARD AVENUE INTO RESIDENTIAL CONDOMINUM UNITS. <br />PROPERTY OWNER: The Guggenheim Company <br />SUMMARY <br />The owner of the Vineyard Villa Mobile Home Park is asking the City Council to overturn <br />the Planning Commission's decision to deny its vesting tentative map application to <br />convert the Park from a park where the residents rent all the spaces to one where <br />residents may own their own lots. <br />There is both support and opposition from residents within the Mobile Home Park. <br />RECOMMENDATION <br />Staff recommends the City Council adopt a resolution upholding the appeal, thereby <br />approving the application (please see Attachment 1), subject to the conditions listed in <br />Exhibit A of Attachment 1. <br />FINANCIAL STATEMENT <br />No fiscal impact on the City is anticipated. There could potentially be some increased <br />property taxes that the City would receive once the lots begin to sell. <br />
