THE CITY OF 16 <br />~~~~ ~° -~- ''" CITY COUNCIL AGENDA REPORT <br />~L~~S~NTON~ <br />April 7, 2009 <br />Operations Services <br />TITLE: INSTALLATION OF A SOLAR ENERGY PROJECT AT THE OPERATION <br />SERVICES CENTER <br />SUMMARY <br />The City Council's 2007/2008 Annual Work Plan includes a priority to pursue a public or <br />private partnership for a photovoltaic (PV) solar energy project. In response to this <br />priority, staff has evaluated the potential for an additional City PV project that can <br />provide the largest overall energy benefit within a reasonable budget. After working with <br />the consultant group Energy Solutions, staff has identified a feasible project at the City <br />Operation Services Center (OSC) consisting of two separate solar systems that involve <br />the installation of PV panels and related equipment on four separate OSC buildings. <br />One system would provide approximately 20 percent of the annual power to operate the <br />five main buildings at the OSC and the other would provide approximately 55 percent of <br />the annual power to operate the City's groundwater Well #8 which is also located at the <br />OSC. The next step in the project includes circulation of a request for proposal (RFP) to <br />determine equipment, installation costs and ownership/use options, and submittal of an <br />application for a rebate reservation from the California Solar Initiative Program. <br />RECOMMENDATION <br />1. Authorize issuance of a request for proposal (RFP) for a PV solar energy project at <br />the OSC as outlined in this report. <br />2. Authorize the City Manager to file aone-year reservation with the California Solar <br />Initiative grant program in order to take advantage of the current rebate schedule. <br />FINANCIAL STATEMENT <br />The cost of the solar system, and options for acquisition, will be determined after <br />evaluation of RFP responses. The cost of the California Solar Imitative Program grant <br />program is $10,000. The reservation will be funded from the energy efficiency projects <br />account. <br />
