THE CITY OF
.~.' ~
j~L£~S~4NTONo CITY COUNCIL AGENDA REPORT
October 21, 2008
Parks and Community Services
TITLE: REPORT REGARDING CITY COUNCIL PRIORITY FOR BERNAL
UPPER FIELDS AND APPROVE CONSULTANT AGREEMENT WITH
HARRIS DESIGN LANDSCAPE ARCHITECTS FOR PREPARATION OF
CONSTRUCTION DOCUMENTS FOR BERNAL COMMUNITY PARK,
PHASE 2, PROJECT NO. 017045
SUMMARY
Staff has successfully negotiated an agreement with the firm of Harris Design,
Landscape Architects of Oakland, to prepare complete construction documents for
Bernal Community Park, Phase 2. Under the terms of this Agreement, the Consultant
would begin design development work immediately, and complete the work by
December 31, 2009, in order to allow for competitive bidding and construction of the
project in early 2010. The total contract cost for all design and reimbursable expenses
is not to exceed $765,000. Staff requests that the City Council review and approve the
attached Agreement.
A meeting was held in early June, 2008, in an effort to determine the neighborhood
reaction to possible changes to the existing soccer field at Bernal Upper Field. It was
determined that no changes to the soccer field should occur, but that an emphasis
should be placed on providing lighted synthetic fields on the Bernal Property as quickly
as possible.
RECOMMENDATION
Approve the consultant Agreement with the firm of Harris Design, Landscape Architects
of Oakland, to provide design services for the subject project, at a cost not to exceed
$765,000; and authorize the City Manager to execute the attached Agreement.
FINANCIAL STATEMENT
The Bernal Community Park Reserve (CIP 017045) has a current fund balance of
$3,067,113. This amount is sufficient to fund the entire design effort to product bid-
ready construction documents for Phase 2. Prior to formally bidding the project, staff
will return to the Council with recommendations for construction funding.
