PLANNING COMMISSION <br />CITY OF PLEASANTON <br />COUNTY OF ALAMEDA <br />STATE OF CALIFORNIA <br />RESOLUTION NO. 1948 <br />A RESOLUTION OF THE PLANNING COMMISSION RECOMMENDING <br />APPROVAL OF A NEGATIVE DECLARATION FOR CASE RZ-80-16. <br />WHEREAS, the City of Pleasanton has applied to rezone from the <br />A (Agriculture) District to the P (Public and Institutional) <br />District an approximately 156 acres of the Alameda County <br />Fairgrounds site in the vicinity of Pleasanton Avenue, <br />Rose Avenue and Bernal Avenue, or to any other zoning district <br />consistent with the General Plan; and <br />WHEREAS, the Planning Commission held a public hearing on February 17, <br />1981 at which time all pertinent documents and testimony <br />were reviewed; and <br />WHEREAS, said proposal was based upon an Initial Study done pursuant <br />to the Environmental Impact Guidelines and Procedures <br />adopted by the City Council of the City of Pleasanton <br />by Resolution No. 77-66; and <br />WHEREAS, the Planning Commission, at its meeting of February 17, 1981 <br />received the Initial Study and proposed Negative Declaration <br />_ in a report from the Director of Planning and Community <br />Development dated February 17, 1981 regarding the aforementioned <br />project; and <br />WHEREAS, the Planning Commission was advised by the City Attorney <br />of its responsibilities in reviewing the proposed Negative <br />Declaration and the determinations required by Section <br />5.4(e) of Resolution No. 77-66; and <br />WHEREAS, each member of the Planning Commission had before him/her <br />copies of Resolution No. 77-66 at the time of considering <br />the proposed Negative Declaration and Initial Study; and <br />WHEREAS, the public was afforded an opportunity to comment on the <br />the proposed environmental assessment, which had previously <br />been published in the Pleasanton Times, at the time of <br />the public hearing on the aforementioned project; and <br />WHEREAS, upon receipt of the staff report and public input, the <br />Planning Commission reviewed the provisions of the City's <br />Guidelines and Processing Procedures for the evaluation <br />of projects and preparation of Environmental Impact Reports <br />as they pertain to requirements for Negative Declarations <br />and Environmental Impact Reports in order to determine if <br />a Negative Declaration is appropriate for the project and <br />
