PLANNING COMMISSION <br />CITY OF PLEASANTON <br />COUNTY OF ALAMEDA <br />STATE OF CALIFORNIA <br />RESOLUTION NO. 1838 <br />A RESOLUTION OF THE PLANNING COMMISSION, CITY OF <br />PLEASANTON RECOMMENDING APPROVAL OF THE NEGATIVE <br />DECLARATION FOR A REZONING AS FILED UNDER RZ-79-23 <br />WHEREAS, The Planning Commission of the City of Pleasanton has <br />applied to rezone an approximately 3.2 acre site located on <br />the north side of Black Avenue between Harvest Road and Crestline <br />Road from the RM-2500 (Multiple-Residential -- 17 units <br />per acre) District to the RL4-4000 (Multiple Residential -- <br />11 units per acre) District; and <br />WHEREAS, the Planning Commission took public testimony concerning <br />this rezoning and reviewed all reports and exhibits; and <br />C9HEREAS, said proposal was based upon an Initial Study done pursuant <br />to the Environmental Impact Guidelines and Procedures <br />adopted by the City Council of the City of Pleasanton by <br />Resolution NO. 77-66; and <br />WHEREAS, the Planning Commission, at its meeting of January 16, 1980 <br />~- received the Initial Study and proposed Negative Declaration <br />in a report from the Director of Community Development dated, <br />December 12, 1979 regarding the aforementioned project; and <br />WHEREAS, the Planning Commission was advised by the City Attorney of <br />its responsibilities in reviewing the proposed Negative <br />Declaration and the determinations required by Section 5.4 (e) <br />of Resolution No. 77-66; and <br />WHEREAS, each member of the Planning Commission had before him/her <br />copies of Resolution No. 77-66 at the time of considering the <br />proposed environmental assessment, which has previously <br />been published in the Pleasanton Times, at the time of the <br />public hearing of the aforementioned project; and <br />WHEREAS, upon receipt of the staff report and public input, the <br />Planning Commission reviewed the provisions of the City's <br />Guidelines and Processing Procedures for the evaluation of <br />projects and the preparation of Environmental Impact Reports <br />as they pertain to requirements for Negative Declarations and <br />Environmental Impact Reports in order to determine if a <br />Negative Declaration is appropriate for the project and what <br />mitigation measures, if any, must be undertaken tc ensure <br />that the project will not have a significant impact upon <br />the environment. <br />NOW, THEREFORE, THE PLANNING COMMISSION RESOLVES AS FOLLOWS: <br />Section 1. The Planning Commission reviewed the contents of Resolution <br />No. 77-66 (Environmental Impact Guidelines and Procedures) <br />as they pertain to the requirements for Negative Declarations <br />and Environmental Impacts Reports and determines that the project <br />
