PLANNING COMMISSION <br />CITY OF PLEASANTON <br />COUNTY OF ALAMEDA <br />STATE OF CALIFORNIA <br />RESOLUTION NO. 1613 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY <br />OF PLEASANTON MAKING THE FINDING THAT A NEGATIVE <br />DECLARATION WOULD BE APPROPRIATE FOR THE APPLICATION <br />FILED UNDER RZ-77-21, IF THE PROPERTY IS REZONED <br />HILLSIDE PLANNED DEVELOPMENT DISTRICT. <br />WHEREAS, the City Council initiated a study of approximately 60 acres <br />of land located between Crellin Road and the City Limit line <br />at the end of Arbor Drive, from the R-1-6500 and R-1-20,000 <br />(Single Family Residential) Districts; and <br />WHEREAS, in conjunction with the rezoning review, an Initial Study <br />was done pursuant to the Environmental Impact Guidelines <br />and Procedures adopted by the City Council of the City of <br />Pleasanton by Resolution No. 77-66; and <br />WHEREAS, staff recommendation as expressed in the March 8, 1978 staff <br />report was for the Planned Unit Development District, rather <br />- than the Hillside Planned Development District; and <br />WHEREAS, the Planning Commission, at its meeting of March 8, 1978, <br />received the Initial Study and proposed Negative Declaration <br />in a report from the Director of Planning and Community <br />Development dated January 23, 1978, regarding the afore- <br />mentioned project; and <br />WHEREAS, the Planning Commission was advised by the City Attorney of <br />its responsibilities in reviewing the proposed Negative <br />Declarations and the determinations required by Section 5.4(e) <br />of Resolution 77-66; and <br />WHEREAS, each member of the Planning Commission had before him copies <br />of Resolution 77-55 at the time of considering the proposed <br />environmental assessment, which has previously been published <br />in the Pleasanton Times, at the time of the public hearing <br />on the aforementioned project; and <br />WHEREAS, upon receipt of the staff reports and staff input, the <br />Planning Commission reviewed the provisions of the City's <br />Guidelines and Processing Procedures for the evaluation of <br />projects and preparation of Environmental Impact Reports as <br />they pertain to requirements for Negative Declarations and <br />Environmental Impact Reports in order to determine if a <br />Negative Declaration is appropriate for the project and what <br />mitigation measures must be undertaken to ensure that the <br />project will not have a significant impact upon the environ- <br />ment. <br />-1- <br />
