Side Letter of Agreement #10 <br /> Livermore Staffing Agreement <br /> Livermore - Pleasanton Fire Department Joint Powers Authority <br /> And <br /> The International Association Fire Fighters, Local 1974, AFL - CIO -CLC <br /> In the spring of 2010, the City of Livermore identified a budget shortfall of nearly $6.5 <br /> million dollars and conducted a two day workshop with staff and bargaining unit <br /> representatives. Ultimately, the budget reduction recommended for the Fire Department <br /> was approximately $1.4 million, or ten percent of the Fire Department budget. <br /> Over the course of the next 45 days, labor and fire management met to discuss ideas on <br /> how best to make the needed cuts. On July 1, 2010 the fire department was faced with <br /> temporarily closing Fire Station 10 and moving personnel around to accommodate <br /> changes in staffing models needed due to budget reductions city wide. Upon Fire Station <br /> 10 closing, the LPFD eliminated (6) vacant positions: (3) Fire Captains and (3) Fire <br /> Engineers. The three (3) remaining Fire Fighter / Paramedic (FF /PM) positions at Fire <br /> Station 10 were re- classified as Fire Fighter /EMT's (FF /EMT) and placed at Fire Station <br /> 8, increasing the daily staffing to (4) personnel at Fire Station 8. <br /> This model provided the City of Livermore with 4 fire companies (3 Engines; 1 Truck) <br /> each with 4 personnel, providing daily staffing in the City of Livermore of 16. This was <br /> a reduction of one fire company (Engine) and daily staffing of (2) personnel in the City of <br /> Livermore. Prior to the budget cuts, the City of Livermore staffed 4 Engines and 1 <br /> Truck, providing a total of 18 personnel on -duty every day. It is important to note that 16 <br /> years ago when the City of Livermore consolidated fire services with the City of <br /> Pleasanton, it had just 15 personnel on -duty. Over the past 16 years, the calls for service <br /> have increased by 42 %, while the increase in workforce has increased by Tess than ten <br /> percent. <br /> Over the next 6 months, labor and fire management met and conferred in good faith <br /> regarding the staffing of the department's fire stations located in the City of Livermore. <br /> It was concluded that the fire department needed to provide fire and EMS services out of <br /> Fire Station 10 due to delayed response times as a result of the closure. It was agreed the <br /> (3) Fire Captains and (3) Engineers positions eliminated in July would be reinstated and <br /> placed at Fire Station 10. The (3) FF /EMT positions at Fire Station 8 would again be re- <br /> classified to FF /PM and placed at Fire Station 10, bringing daily staffing to(3) personnel; <br /> (1) Fire Captain, (1) Engineer, and (1) FF/PM. <br /> The FF /EMT positions at Fire Stations 7 and 9 would be eliminated in -lieu of the (3) Fire <br /> Captains and (3) Engineers eliminated in July 2010. The daily staffing on each of these <br /> companies will be (3) personnel; (1) Fire Captain, (1) Fire Engineer, and (1) FF/PM. <br />
