15 <br />THE CITY OF <br />L£~AS~4NTONe CITY COUNCIL AGENDA REPORT <br />P <br />October 16, 2007 <br />City Attorney's Office <br />TITLE: REVIEW AND DISCUSSION REGARDING CAMPAIGN FINANCE ISSUES, <br />INCLUDING OPTIONS FOR CONTRIBUTION AND EXPENDITURE LIMITS, <br />POLITICAL ACTION COMMITTEES / INDEPENDENT EXPENDITURE <br />COMMITTEES, AND CONTRIBUTION REPORTING THRESHOLDS. <br />SUMMARY <br />This report provides information to this Council regarding campaign finance issues. <br />This matter is a Council priority, as reflected in the Council's 2007-2008 Work Plan. <br />The Council requested that staff analyze campaign finance rules and regulations, and <br />identify options for review and consideration. No action by Council is necessary at this <br />time, unless the Council wishes to direct staff to initiate some of the concepts reflected <br />in this report. <br />RECOMMENDATION <br />Discuss campaign finance issues and consider available options. Provide direction to <br />staff about whether to prepare an ordinance to enact contribution limits for campaigns <br />for local office, enact a voluntary expenditure limit pledge, or modify the current <br />contribution reporting threshold. <br />FINANCIAL STATEMENT <br />Fiscal impacts, if any, will be determined based on the direction pursued. <br />
