~. <br />:PRE-ANNEXATION AND PROVISION OF WATER <br />FACILITIES AND.SERVICES-AGREEMENT <br />THIS AGREEMENT is made and entered into this 14th day of <br />February ~ 19.84 by and between <br />THE CITY OF PLEASANTON, a municipal corporation <br />(hereinafter referred to as "City"), <br />and <br />Vincent Davis and <br />Janet Davis <br />(hereinafter referred to as "Owner"), <br />abased on the following understandings: <br />W I T N E S S E T H: <br />W~3EREAS, Owner wishes to connect. to the City water system in order <br />to eliminate reliance on well water, which is of very poor quality; <br />WHEREAS, City policy requires annexation prior to extension of such <br />City .services as water facilities; <br />WHERE~IS, City, in accordance with State and LAFCO policies and <br />regulations regarding annexation,. either cannot or is unwilling to <br />annex small portions of neighboring areas in piecemeal fashion, but <br />may wish to annex such properties either alone-or in conjunction with <br />a larger area at some future time; <br />WHEREAS, the public health, safety, and welfare of the City's <br />residents as well as those in .the neighboring community are best <br />served by elimination of inadequate well water and connection to City <br />water facilities; and <br />
