<br />MINUTES <br />CITY OF PLEASANTON <br />JOINT WORKSHOP <br />OF THE <br />CITY COUNCIL AND PLANNING COMMISSION <br />April 24, 2007 <br /> <br /> <br />CALL TO ORDER <br />Mayor Hosterman called the workshop to order at 6:30 p.m. <br /> <br />Mayor Hosterman informed the community that the Council would hold two workshops on the <br />st <br />Circulation Element; tonight and again, on May 1. She indicated the topic has been of great <br />concern and interest to the community, welcomed the public and discussed the meeting and <br />speaker format. <br /> <br />ROLL CALL <br />Present: Councilmembers Cook-Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br /> Planning Commissioners Fox, O’Connor, Olson, Narum <br />Absent: Planning Commissioners Blank, Pearce <br /> <br />PUBLIC COMMENT <br />Public comment was held until after the staff report was given, Council and Commission <br />comments. <br /> <br />DISCUSSION OF THE RESULTS OF THE GENERAL PLAN TRAFFIC MODELING WITH <br />AND WITHOUT THE STONERIDGE DRIVE EXTENSION <br /> <br />Nelson Fialho, City Manager, said Principal Planner Janice Stern would be discussing the <br />process and conclusions as they relate to the staff report and that Mike Tassano, Deputy <br />Director of Public Works/Transportation, would be reviewing some key assumptions and data <br />that went into the traffic report, and that Kim Sterner of Dowling & Associates would provide <br />further information on the modeling. <br /> <br />Principal Planner Janice Stern gave a brief summary of the results, and indicated six scenarios <br />were analyzed and three options were modeled both with and without the Stoneridge Drive <br />extension. She further indicated that the land use options were agreed to by City Council in <br />2006 as follows: <br /> <br />The Consensus Preferred Plan: This option locates a total of 1300 residential units at both <br />BART stations, Staples Ranch, East Pleasanton, Kottinger Place/Pleasanton Gardens, and <br />Downtown infill. <br /> <br />The Dispersed Growth Option: This option is similar to the Consensus Preferred Plan, it puts <br />more residential in East Pleasanton. <br /> <br />The Concentrated Residential/Transit Oriented Development (TOD) Mixed Use Option: This <br />option has most of the additional residential units in Hacienda near the BART station and the <br />remaining at the new BART station at Stoneridge Mall. The development assumptions for East <br />Pleasanton were placeholders, and their development would be determined through adoption of <br />a Specific Plan. <br /> <br />
