MINUTES <br />CITY OF PLEASANTON <br />JOINT WORKSHOP <br />OF THE <br />CITY COUNCIL AND PLANNING COMMISSION <br />January 30, 2007 <br />1. CALL TO ORDER: Mayor Hosterman called the joint workshop to order at 6:31 p.m. <br />2. ROLL CALL: <br />Present: Councilmembers Cook-Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br />Planning Commissioners Blank, Fox, O'Connor, Olson, Pearce <br />3. PUBLIC COMMENT: <br />Public comment was held until after the staff report was given, Council and Commission <br />comments. <br />4. Discussion on the Preliminary results of the Traffic Modeling -Preferred <br />Land Use modeled on "Working Draft" circulation network <br />Principal Planner Janice Stern presented the staff report. <br />Mayor Hosterman requested comments from the Planning Commissioners. <br />Commissioner Fox had questions about how I-580 was modeled. She cited various <br />measurements from the 1996 General Plan and noted that the area is currently listed as <br />number 2 in the top ten areas of gridlock according to the Metropolitan Transportation <br />Commission. She asked if the 1996 General Plan was wrong and if the area should <br />have been designated as F or whether it was unanticipated what the volume would <br />become. <br />Public Works Deputy Director of Engineering Mike Tassano reviewed how the models <br />had been prepared in the last ten years and indicated staff had moved from atwo-step <br />model to a four-step model. Staff uses the trip generation from the county models and <br />incorporates that into the localized models. Regarding the differences between the 1996 <br />models and the current models, he noted there are additional refinements, land uses are <br />better known, and general plans throughout the nine counties have changed <br />considerably. He noted that is reflected in the changed volumes. He acknowledged that <br />there is more volume on I-580 than what was anticipated and agreed that the level of <br />service is at F for p.m. peak traffic. <br />Commissioner Fox asked if staff had included improvements to I-580 by the time the city <br />reached build out. <br />Deputy Director Tassano replied that staff had assumed there would be an eastbound <br />HOV lane and that additional solutions are still under consideration. <br />Commissioner Fox asked if staff had assumed people would use I-680 if the <br />intersections at I-580 were too congested even though the business may be closest to 1- <br />580. <br />
